The year 2025 marked a pivotal shift in the refugee situation in Jordan following the fall of the Assad government in Syria in December 2024. For the first time in over a decade, hope for voluntary return became a reality for thousands of Syrian refugees who have endured years of displacement. At the same time, 2025 was defined by severe funding constraints. Rapidly declining contributions from many donors forced UNHCR and many other partners in the refugee response to make difficult choices, prioritizing limited resources to sustain life-saving assistance for those most at risk. This included ensuring access to critical healthcare for refugees with serious medical conditions, protection for women and children facing violence and abuse, and shelter and basic needs, such as rent and medicine, for the most vulnerable families. UNHCR gave utmost priority to maintaining registration and documentation services, so that nearly half a million refugees would be able to access assistance and services in Jordan, while also ensuring that Syrian refugees who chose to voluntary return were supported.
