GLOBAL ETC PREPAREDNESS: a year in review In 2025, ETC advanced global preparedness through new methodologies, policy contributions, and regional engagements, establishing key foundations for coordinated, resilient, and inclusive emergency telecommunications worldwide. PIONEERING SROI METHODOLOGY In 2025, ETC began developing a first of its kind global Social Return on Investment (SROI) study to quantify the qualitative socio economic benefits of its preparedness activities. Building on ETC’s cost benefit ROI framework, it captures the wider value of emergency telecommunications investments, from community resilience to operational efficiency and humanitarian outcomes. SHAPING GLOBAL POLICY ON CRISIS CONNECTIVITY ETC and GSMA contributed to the ITU global policy series with a new paper highlighting best practices in crisis connectivity and preparedness. Presented to platforms including ITU Study Group 5/2 on telecommunications for disaster risk management, the paper promotes inclusive, resilient approaches to emergency telecommunications and underscores the importance of cross‐sector collaboration in strengthening disaster readiness.
