Acted and the Green Climate Fund partner to scale climate adaptation for vulnerable communities in Chad

Country: Chad Source: Agency for Technical Cooperation and Development Paris / Songdo / N’Djamena – 29 March 2026 Acted and the Green Climate Fund (GCF), in partnership with Chad’s Special Fund for the Environment (FSE), have signed a landmark agreement to implement the SCALE project (Strengthening Chad’s Adaptation for Land, Ecosystems and smallholders), a major initiative aimed at strengthening climate resilience among vulnerable communities in Chad. This marks Acted’s first project funded by the GCF, representing a significant milestone in scaling climate adaptation in fragile and climate-vulnerable contexts. With a total investment of over USD 27.6 million, including USD 25 million in GCF financing, the project is expected to benefit more than 639,000 people across four provinces in south-eastern Chad, strengthening livelihoods, food security, and ecosystem resilience. Scaling climate adaptation in one of the world’s most vulnerable countries Chad is among the countries most exposed to climate change. Rising temperatures, erratic rainfall, and land degradation are placing increasing pressure on agriculture, pastoral systems, and natural resources — the very foundations of livelihoods for the majority of the population. In this context, strengthening adaptation is not only about protecting ecosystems, but about securing livelihoods, reducing vulnerability, and enabling communities to sustain their futures. Through SCALE, Acted and its partners will support farming and pastoral communities to adapt to these challenges by promoting climate-resilient agricultural practices, restoring degraded ecosystems, and diversifying income sources. A systemic approach connecting communities, ecosystems and institutions SCALE adopts an integrated and scalable approach structured around three core pillars: Strengthening institutional capacity to access climate finance and design, implement and monitor adaptation strategies; Promoting ecosystem-based adaptation, including climate-smart agriculture, water management and rangeland restoration; Supporting diversified, climate-resilient livelihoods, with a strong focus on women and youth. Beyond direct support, the project will also contribute to strengthening national systems by piloting innovative approaches, documenting best practices, and supporting their replication at scale. Implemented in close partnership with the FSE, SCALE reinforces national ownership and contributes to embedding climate adaptation within Chad’s long-term development pathways. From local solutions to scalable impact Across Chad, communities have long been adapting to climate variability with limited resources. SCALE builds on these locally grounded practices and aims to scale them through strengthened systems, partnerships, and climate finance. Across Chad, communities have been developing their own ways of adapting to a changing climate, often with very limited resources. Through SCALE, and together with the GCF and the FSE, we are supporting the expansion of approaches that local actors are already leading. This partnership is about backing their vision, strengthening the systems around them, and creating the conditions for resilient futures shaped by the people themselves. The project delivers adaptation finance where it is needed most, unlocking climate finance in one of the most climate-vulnerable countries in the world. GCF funding will restore 101,000 hectares of degraded land, strengthen climate-smart farming and agropastoral systems, and diversify incomes for communities in some of Chad’s most fragile regions.
