The REACH Initiative has conducted an acute needs analysis for Ukraine, focusing on the period from June to August 2025. The analysis identifies critical needs primarily within 20 kilometers of the frontline, particularly in the regions of Kharkivska, Donetska, Dnipropetrovska, Khersonska, and Zaporizka, extending up to 50 kilometers in some areas. Key findings indicate that access to healthcare is severely restricted, especially for less mobile populations, compounded by inadequate living conditions due to damaged shelters. In Donetska Oblast, which is partially occupied and within close proximity to active conflict, the analysis highlights significant gaps in health services, housing issues related to the conflict, and limited access to clean drinking water, all exacerbated by ongoing protection risks. The report notes that the ability to assess needs in occupied areas is hampered by a lack of reliable data, suggesting that the actual severity of needs may be underestimated. Additionally, the analysis does not account for the potential impact of winter conditions in 2025-26, which may further deteriorate living conditions and increase acute needs.
