In 2025, the humanitarian situation in Colombia faced significant deterioration due to non-compliance with international humanitarian law, as reported by the International Committee of the Red Cross (ICRC). Olivier Dubois, the head of the ICRC's Regional Delegation in Bogotá, highlighted the challenges posed by ongoing armed conflict, which has intensified and evolved, including the increased use of technology such as drones impacting civilian life. The withdrawal of humanitarian organizations and a reduction in resources have further complicated efforts to address the growing needs of affected communities, leading to a 30 percent budget cut for the ICRC in Colombia for 2026. Dubois emphasized the critical importance of upholding international humanitarian law to mitigate the suffering of civilians and called for concrete actions from all parties involved in the conflict.
