Three years after President Bola Tinubu removed the petrol subsidy, only five of 30 licensed modular refineries have been completed, and just three are operating, according to data from the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). No new modular refinery has started operations since the subsidy removal. This has raised questions about the government's strategy to expand domestic refining capacity and reduce dependence on imported petroleum products.
