The committee also raised concerns about the Education Service Commission not being fully staffed, as some members were absent, and there are still two positions that need to be filled. The State Minister for Sports, Hon. Peter Ogwang, acknowledged these issues and explained that the education sector is significantly understaffed, with many vacancies due to recruitment restrictions and limited funding. While Ogwang mentioned that the ministry needs more money to hire essential staff, the Permanent Secretary, Kedrace Turyagenda, argued that delays in confirmation are mostly at the school level and not caused by the ministry. Overall, the meeting highlighted the challenges in the education system regarding teacher recruitment and confirmation processes in Uganda.
