A former Chief of Defence Intelligence, Air Vice Marshal Monday Riku Morgan, has suggested a new five-level security plan to improve safety in the North-Central region of Nigeria, where security issues are becoming more serious. He believes the problem isn't that there aren't enough security forces, but rather that these forces don't work well together. Morgan shared his ideas during a security summit organized by the Federal Ministry of Defence. His plan is called the North-Central Integrated Security and Resilience Model (NCISRM), which aims to enhance security by using better communication, community involvement, technology, and local warning systems. He proposed four key changes needed for better security: Shift from focusing only on individual agencies to a more unified system. Move from reacting to threats to preventing them. Combine intelligence from different sources instead of keeping it separate. Encourage partnerships between the government and local communities for security. The first level of his plan includes creating a Regional Security Fusion Centre that will gather intelligence from various security agencies to understand regional threats better. The second level involves setting up State Security Coordination Centres in each state to monitor situations and share information continuously. The third level suggests forming Local Security Networks in high-risk areas, connecting security agencies with community leaders and groups. Finally, the fourth level emphasizes the need to improve security in forests and rural areas, which are currently lacking in intelligence and protection.
