In Nakaseke District, Uganda, there is concern among Members of Parliament about the low recovery of funds from the Parish Development Model (PDM) program. Only 28.2 million Ugandan shillings have been recovered over the past year, despite the district receiving 25 billion shillings to support local savings and credit cooperatives (SACCOs). Honorable Betty Nambooze, a member of the Public Accounts Committee, expressed worry about how little money has been paid back, questioning how other districts might be performing under the same program. The district's program coordinator, Robert Kaggwa, said that 2,500 families benefited from the funding but noted that the recovery has been voluntary and slow. Kaggwa explained that the repayment process is now managed through an app called Wendi, which notifies both the beneficiaries and SACCO leaders about repayments. He mentioned efforts to educate the community about the repayment process through radio shows and meetings. Additionally, there were issues with another program called the Youth Livelihood Programme (YLP), where only 3 million shillings were recovered from a total of 923 million shillings owed, because many groups had broken up and did not respond to invitations for discussions on repayment. This situation prevents other eligible groups from accessing these funds.
