Governor Babajide Sanwo-Olu of Lagos State has described the Dangote Refinery as more than an industrial project, saying its construction showcased Africa's ability to execute ambitious projects on a market-changing scale. He spoke at the launch of the Africa–Diaspora Leadership Programme 2026 Young Global Leaders Convening, tagged 'Building Africa at Scale,' held at the Dangote Refinery and Petrochemical Complex in Ibeju-Lekki, Lagos. The governor disclosed that the refinery was built on land reclaimed from swamp, lagoon, and open water. Aliko Dangote said no amount of hurdles will stop the industrialisation of Africa, and that an initial public offering will offer Nigerians a stake in the continent's biggest project. Financial analyst Bismarck Rewane said the offer can trigger industrial transformation, and the facility raised $750 million in a eurobond on the Vienna Stock Exchange.
