Magnus Onyibe, a former Delta State commissioner and public policy analyst, has argued in a new book that Nigeria's centralised police system has failed and that state police are now imperative. In 'The Imperative of State Police in Nigeria', Onyibe contends that policing must be brought closer to the people to effectively confront terrorism, banditry, kidnapping and other crimes. He says the current structure has weakened grassroots intelligence, slowed response times and left large areas vulnerable to non-state actors. Onyibe proposes a decentralised, two-tier policing model supported by stronger community participation, modern technology, adequate funding and firm safeguards against political abuse by governors.
