Ugandan Deputy Speaker Thomas Tayebwa assessed the Parish Development Model (PDM) programme in Ruhinda North County, where residents raised concerns about delays in accessing funds, alleged illegal deductions, fear of reporting corruption, and limited youth representation on PDM committees. Some applicants said they had waited up to two years after registering for the funds. Tayebwa said the delays were partly linked to how funds are released and stressed that beneficiary selection must be transparent and follow the order of application. The assessment took place on September 16 and 17, 2026.
