The National Hajj Commission of Nigeria is working with state governments to shield Nigerian pilgrims from the rising cost of Hajj. The commission is exploring a model where state pilgrims' welfare boards can establish private companies to operate within Saudi Arabia's new business-to-business framework. This comes as Saudi Arabia introduces reforms moving Hajj administration towards a more commercial and digitised system. The majority of Nigerian pilgrims are from low-income backgrounds and often save for years to fulfil their religious obligations.
