To qualify, you must have purchased a plan through HealthCare.gov and not received any financial assistance. Eligible recipients do not need to apply for the refund; checks will be mailed directly to them. If multiple people in the same household qualify, they could receive more than one check. The program is being presented as a way to refund what the administration claims were excessive charges related to the costs of running the federal marketplace.
