Building resilience involves making people, communities and systems better prepared to withstand catastrophic events, whether natural, climate-driven or man-made, so they can bounce back quickly and sometimes emerge stronger. Abuja's experience, like other cities in the sub-region, includes floods, building collapses, occasional localised earth tremors, isolated fire incidents and other emergencies. Some of these are natural, some are mixed with human factors, while building collapses and fire incidents are described as products of human negligence and violations of existing rules and regulations. The Rockefeller Foundation defines resilience as the ability of a system, entity, community or person to withstand shocks while maintaining essential functions and recovering quickly and effectively.
