The Oyo State Government has stated that scavengers are forbidden from roaming neighbourhoods. The Commissioner for Environment made this known in a report examining the state's management of refuse and the activities of scavengers. The report also looked at illegal and indiscriminate dumping, waste redistribution and the role of residents in Ibadan's persistent sanitation problem.
