The North-East Governors Forum (NEGF) unveiled an 11-point communique at the end of its 13th regular meeting held in Maiduguri, Borno State. The resolution to float a North-East Air shuttle was part of the communique. The governors unanimously recommitted to speaking with one voice and acting with one purpose on matters of common subregional concerns, including security, social, economic integration, and development. The meeting was chaired by Professor Babagana Umara Zulum, Chairman of the NEGF and Chief Host, and was attended by governors Ahmadu Umaru Fintiri (Adamawa), Muhammadu Inuwa Yahaya (Gombe), and representatives of Bauchi and Yobe states. The governor of Taraba State and his deputy were absent.
