Why October is an ideal window to load up on stocks, according to Citadel Securities' top strategist

Citadel Securities' top stock strategist, Scott Rubner, predicts that October will set up a more hospitable investing environment, laying out the bull case for through year end. In a note late last week, Rubner wrote that October could still bring volatility and a better entry point, but positioning is cleaner, valuations are lower, earnings are returning, and several of the market's largest buyers have considerably more capacity to participate. He emphasized that it might not be a straight line up.
