In November, Lionel Mpasi saved two penalties to deny Nigeria a spot in the World Cup, but reports from The New York Times and Le Monde revealed that FIFA officials had concluded Mpasi had not completed the required paperwork to switch his international affiliation from France to Congo. Nigeria filed a complaint in December, and FIFA's internal review considered four courses of action, including awarding the match to Nigeria. FIFA has not denied the findings.
