Uganda's Minister of State for Finance, Planning and Economic Development (Planning), Hon. Amos Lugoloobi, announced that adopting the National Identification Number as the primary tax identification number for individuals will expand the tax base and improve tax administration. The reform aims to eliminate duplicate registrations and establish a unified system for identifying individual taxpayers. Currently, Uganda has 5.7 million registered taxpayers, of whom 5.4 million are individuals, but only 3.3 million are active. The statement was presented during a House sitting on 15 October 2026.
