Ukrainian President Volodymyr Zelensky said that US President Donald Trump's decision to waive sanctions on Russia only rewards Russian President Vladimir Putin. He warned that Moscow is attempting to deprive millions of Ukrainians of heat and electricity ahead of winter. The sanctions, known as the Lindsey Graham Act, targeted Russia's energy and defense sectors, Putin, and the so-called "shadow fleet" of tankers.
